The European Bank for Reconstruction and Development (EBRD) was established in 1991 to help build a new, post-Cold War era in Central and Eastern Europe. It has since expanded to other transition economies and gained unique international investor expertise in fostering economic change by investing more than €150 billion in a total of over 6000 projects. EBRD promotes democratic rule and market economy, sound commercial laws and strong institutions, all of which are integral to sustainable economic transition. Through Legal Transition Programme in the Office of the General Counsel, the Bank helps to create investor-friendly, transparent and predictable legal environments in the economies where we invest. The EBRD Legal Transition Programme works with reform-oriented governments and specialises in designing technical cooperation programmes to support regulatory reforms to sustainably transform local economies.

Event Details

In collaboration with the World Trade Organization (WTO) Secretariat, the EBRD GPA Technical Cooperation Facility is organizing a workshop on the margins of the meetings of the WTO Committee on Government Procurement (CGP) entitled 'GPA 2012: empowering green transition through cross-border government procurement'.


The hybrid session will reflect how the strategic use of public procurement may promote environmental sustainability and how the WTO can, in fact, play a central role in the transition towards green public procurement (GPP). The GPA 2012—a plurilateral agreement widely recognized as the gold standard for trade agreements covering government procurement—not only extends well beyond its market access objectives to also encompass 'good governance' concerns and the sound management of public resources, but also (and significantly) it has the potential to serve as an instrument of climate change adaptation and the promotion of environmental sustainability. This session seeks to highlight how the GPA 2012 supports the adoption of national green procurement policies within the WTO principles of transparency and non-discrimination for cross-border procurement. It will further explore the strategic role of public procurement legislation as an enabler of environmental sustainability. Relevant issues/questions to be addressed include:


  • How the GPA 2012 facilitates the transition to green procurement policies, considering the relevant existing provisions in the revised Agreement.
  • Regulatory challenges and how national actions can advance efforts to create markets for sustainable goods, services and works in the public sector.
  • International trade obligations relevant for advancing green public procurement strategies.


The workshop is organized by the EBRD GPA TC Facility for the benefit of WTO members and observers, specially, those economies under the EBRD countries of operations (EBRD CoOs). The EBRD GPA TC Facility offers technical support to WTO Members and the EBRD CoOs which seek to become a Party to the GPA 2012 or are looking to implement commitments under the Agreement.
