This webinar is organized by the European Bank for Reconstruction and Development (EBRD) in co-operation with the Ministry of Economy and Infrastructure of the Republic of Moldova, the Ministry of Finance of the Republic of Moldova and ANRE.
The general purpose of the webinar is to provide a forum for discussion in relation to the implications of Moldova membership in the World Trade Organization Agreement on Government Procurement (WTO GPA) following its first four years of accession. The Republic of Moldova has ratified the WTO GPA via the Law No. 125/2016, in force since 24 June 2016 and, consequently the GPA is binding for the country starting from July 2016.
The focus of the discussion will be on compliance with requirements set forth by the GPA for covered procurement by Annex 3 entities with key stakeholders, namely: the Ministry of Economy and Infrastructure, the Ministry of Finance, ANRE, the Public Property Agency and corresponding Moldovan entities covered by the GPA Annex 3.
The webinar will also provide an opportunity to discuss the options and best solutions to ensure that covered entities from the utilities sector will follow competitive procedures when awarding procurement contracts that are above GPA thresholds, in order to meet the minimum WTO GPA requirements as well as comply with the newly adopted Law on Procurement of Energy, Water, Transport and Postal Services, No. 74 of 21.05.2020.
